Regulatory Position
In June 2026 the EU finalised the AI Act omnibus: stand-alone high-risk obligations move to 2 December 2027, and to 2 August 2028 for AI embedded in regulated products. Much of the market has read that as breathing room. It is not.
AI literacy has been a legal obligation for every provider and deployer since 2 February 2025, and transparency obligations still land in August 2026. The FCA already expects evidenced AI governance under existing rules: SM&CR accountability, Consumer Duty outcomes, model risk. The ICO is under a statutory duty to produce a code of practice on AI and automated decision-making.
Deferral changes enforcement timing, not readiness logic. Control by design is the only approach that does not need re-planning every time a date moves.
